One Thief for Another? Corrupt Board Hires Second Engineer in Less Than Ninety Days; Largest Political Contributor in Bucks County

MIDDLETOWN (Mar 29, 2004)- The corrupt Board of Kelly, Pflaumer, Caro, and Mongillo voted Tuesday to hire Carroll Engineering of Warrington, to replace Bruce Campbell of Unitech Engineers, who resigned suddenly Tuesday night. Campbell, who was caught attempting to steal $12,088.75 from Falls Township, is expected to be charged with an additional one-million dollars in over-billing. According to sources, when the scandal broke Bucks County Republican boss Harry Fawkes called Middletown Supervisor Chair John J. Kelly Jr., and ordered him to "get Campbell out of Middletown - now!"  Kelly orchestrated Campbell's resignation Tuesday night, but may have hired someone even worse.
  Carroll Engineering Corp has given nearly $100,000 in political contributions to secure appointments in boroughs and townships in this area. Far from being generous philanthropists or having even a passing interest in politics, individuals like these make deals with corrupt politicians and recoup their money several times over by padding bills and submitting phony invoices for work that was never done - money that comes from seniors on fixed incomes and working families with children.
  The president of Carroll Engineering is Harry J. Barford, Jr. The table below lists contributions to political organizations by Barford and his employees over the last few years.  This list does not include contributions from ALL employees of Carroll Engineering or their families, nor payments to local organizations, cash payments made in back rooms, funds derived from, nor payments made for illegal drugs, gambling, prostitution, or other activities:
